International and national policy-making authorities find it increasingly necessary to apply improved planning techniques when designing information systems and networks. The guidelines to relevant techniques, as compiled in this document, are based on experience accumulated in this area and are made to assist authorities and planning teams in designing such systems. Part I of the guidelines describes the rationale of information systems design, the sequence of activities, the mechanism of the planning process and the principal elements of the finald report. Part II provides a delineation of the parameters of a national information systems design and a checklist of the factors to be considered when a plan is drawn up. All concepts and checklists contained in the guidelines are annotated and illustrated by practical examples whenever appropriate.
