Public management in Chile, since the 90s, has been adopting instruments of the New Public Management paradigm, strengthening the budgetary institutionality, adhering to the concept of Budgets for Results (PpR). Creating for this, the Central Government Management Evaluation and Control System, whose objective is to generate performance information and introduce practices to improve the quality of spending. Performance indicators are part of this system based on a 1993 Modernization Pilot Plan.
This research, of an exploratory and descriptive nature, develops a preliminary proposal for a model for the review of performance indicators associated with the budget formulation process, applied in the Services dependent on the Ministry of Health. The questions of this research are: What criteria allow to determine the relevance of the performance indicators and their goals, in the budget formulation stage? And what review model would have to be applied to have information that allows decisions to be made within the Budget Office?
The methodology used considers the presentation of a preliminary model, prepared based on the review of international experience in the matter in Mexico, Colombia and Chile.
The study identifies that it is feasible to determine the relevance of the indicators proposed by public services in the budget formulation process, and their level of demand for the goals, by analyzing qualitative criteria to determine whether the indicators are relevant, adequate, clear and measurable. and apply the DIPRES predictive model to determine if the goals are challenging.
The result of the application of the model in the indicators committed, between 2016 and 2018, by services dependent on the Ministry of Health, indicates that only 9 indicators meet the qualitative and quantitative criteria, which represents 14.5% of the total indicators, leaving a service without relevant measurements that allow evaluating the performance associated with the budget cycle.
